Funny you should ask :) I was just deciding to buy some tarts and saw some in the little plastic cups as well as in the bag.
My preference - loose in the bag. I don't want to have to mess with little cups and waste. Besides that I like to melt the same scent in a couple of rooms so my house has a consistent fragrance throughout and piddling with little cups is not my idea of fun.

Hi Patti! In the bag. Plastic cups make me think "Dollar Store" for some reason. I think the bag makes a much better presentation. Actually, anything in a cellophane bag tied with homespun,makes me want to buy it! Wanda Olde Crow Mercantile

I am going to agree with the majority here, bagged is better. I also agree that those cups look dollar store like and makes me think of condiments and not tarts. I think in the bag with a nice homespun tie and tag is perfect!
Another vote for bagged here! I have both, and I prefer the bag because I don't like trying to get the tart out of the plastic cup.
I recycle both the cups and the plastic bag. But with the cups, it does seem more wasteful because the cups take longer to break down in the landfill than a bag does. (I think about stuff like this because I know not everyone recycles.)
I also agree with the dollar store comments. It may be convenient and cheaper to make them in cups, but I prefer handmade touches when I buy things. If I want cheap I can buy the clam-shell melts walmart now sells by Better Homes. (I've bought some to try and I don't like them. I also think they take away from homemade sellers!)

Definitely bag - cup version isn't available where I get my tarts from, but they just don't look convenient - I've also bought ones in bigger cake form where you break chunks off - didn't like that either because I was always guessing at what size chunk to break off and it was messy! The tarts in the bag with a homespun tie is a bit warmer touch than the plastic cups.
I have never bought the tarts in the plastic cups in the prim country stores or craft shows.
